| تالابها بهعنوان یکی از زیباترین، مهمترین و درعینحال شکنندهترین اکوسیستمهای طبیعت به شمار میروند. در کشورها توسعهیافته دولتها با فـراهم کردن امکانات آموزشی، پژوهشی و تفریحی برای استفاده مردم، زمینههای لازم در جهت حفاظت از تالابها را فـراهم مینماید که یکی از این اقدامات ایجاد مراکز آموزش تالابی میباشد. ایجاد مراکز آموزش تالابی با اینکه بیش از نیم قرن قدمت دارند ولی در کشور ایران این تاریخ کمتر از دو دهه میباشد و وضعیت این مراکز در کشور با اهداف پیشبینیشده فاصله زیادی دارد. بنابراین هدف این پژوهش کاربردی بررسی وضعیت موجود مراکز آموزش تالابی و ارائه راهبردهایی در راستای توسعه این مراکز میباشد. جامعه آماری این پژوهش تعداد 42 نفر از کارشناسان اجرایی مراکز تالابی از سطح کشور بود که بهصورت کارگاهی اقدام به جمعآوری اطلاعات شد. در این پژوهش ابتدا با استفاده از چارچوب تحلیل SWOT به بررسی نقاط ضعف، قوت، تهدید و فرصتهای مراکز تالابی پرداخته شد و در نهایت با استفاده از ماتریس برنامهریزی راهبردی کمی به اولویتبندی راهبردهای قابل قبول پرداخته شد. نتایج این پژوهش نشان داد که فضای راهبردی مراکز تالابی کشور در ناحیه حداقل- حداکثر (ناحیه سوم) قرار دارد. در این زمینه مهمترین راهبردهای ارائهشده شامل برگزاری تورهای تالابگردی در جهت معرفی مراکز تالابی و تدوین سند ملی آموزش، مشارکت و آگاهی افزایی در راستای ارتقاء جایگاه جوامع محلی در حفاظت از تالابها بودند. نتایج این مطالعه به سیاستگذاران و تصمیمگیران حوضه تالابها بهخصوص در سازمان حفاظت محیطزیست کمک میکند تا شناخت کاملی از وضعیت موجود مراکز تالابی به دست آورند و در راستای بهبود عملکرد این مراکز، اقدام به تدوین یک برنامه منسجم و جامع در سطح ملی نمایند. | ||

| Wetlands are among the most beautiful, ecologically significant, yet highly fragile ecosystems. In developed countries, governments facilitate wetland conservation by providing educational, research, and recreational opportunities for public engagement. One of the key initiatives in this regard is the establishment of wetland education centers. Although these centers have existed globally for over half a century, their history in Iran is less than two decades old, and their current status significantly lags behind the envisioned objectives. This applied research aims to assess the existing conditions of wetland education centers and propose strategic measures for their development. The statistical population of this study consisted of 42 executive experts from wetland education centers across the country, and data were collected through participatory workshops. Initially, a SWOT analysis framework was utilized to evaluate the strengths, weaknesses, opportunities, and threats of these centers. Subsequently, the Quantitative Strategic Planning Matrix (QSPM) was employed to prioritize feasible strategic approaches. The findings indicate that the strategic positioning of the country’s wetland education centers falls within the third quadrant (minimum–maximum area), signifying a critical need for intervention. The most significant recommended strategies include organizing wetland ecotourism tours to introduce and promote these centers, formulating a national education, participation, and awareness-raising framework, and enhancing local community engagement in wetland conservation efforts. The results of this study will help policymakers and decision-makers in the wetland sector, especially in the Environmental Protection Organization, to gain a complete understanding of the current status of wetland education centers and develop a coherent and comprehensive plan at the national level to improve their performance. | ||
