| چکیده | ||
| پژوهش حاضر با هدف طراحی مدل همکارانه ذی‌نفعان در اکوسیستم دانشگاه مهارت‌محور مبتنی بر نوآوری باز، با رویکرد آمیخته اکتشافی متوالی و تکنیک دلفی انجام شد. مشارکت‌کنندگان شامل ۲۲ نفر از اعضای هیأت علمی، مدیران آموزش عالی و متخصصان حوزه ارتباط دانشگاه، صنعت و نوآوری بودند که به‌صورت هدفمند انتخاب شدند و در سه دور دلفی مشارکت کردند. داده‌ها با استفاده از آمار توصیفی، ضریب هماهنگی کندال، تحلیل محتوای کیفی و مدل‌سازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی (PLS-SEM) تحلیل شدند. یافته‌ها نشان داد مدل پیشنهادی شامل ۱۸ مقوله اصلی در سه حوزه دولت، دانشگاه و صنعت و بازار کار است. این مقوله‌ها ابعاد حکمرانی و سیاست‌گذاری، برنامه‌های درسی مهارت‌محور، تعامل دانشگاه و صنعت، پژوهش و انتقال فناوری، نوآوری و تجاری‌سازی، توسعه سرمایه انسانی و مهارتی، تأمین مالی و زیرساخت‌های نوآوری، و پایش و ارزیابی مستمر را در بر می‌گیرند. نتایج همچنین شواهد اولیه‌ای از انسجام مفهومی و ساختاری مدل ارائه کرد. بر این اساس، تقویت همکاری پایدار میان دانشگاه، صنعت و دولت، توسعه زیرساخت‌های نوآوری باز و بازطراحی برنامه‌های درسی متناسب با نیازهای مهارتی، به‌عنوان راهبردهای کلیدی ارتقای دانشگاه مهارت‌محور پیشنهاد می‌شوند. | ||

| A B S T R A C T The present study aimed to design a collaborative stakeholder model for an open innovation-based, skill-oriented university ecosystem. It employed a sequential exploratory mixed-methods approach using the Delphi technique. The participants consisted of 22 faculty members, higher education administrators, and experts in university–industry relations and innovation, who were purposively selected and participated in three consecutive Delphi rounds. The data were analyzed using descriptive statistics, Kendall’s coefficient of concordance, qualitative content analysis, and partial least squares structural equation modeling (PLS-SEM). The findings revealed that the proposed model comprises 18 main categories organized into three domains: government, university, and industry and labor market. These categories encompass governance and policymaking, skill-oriented curriculum development, university–industry interaction, research and technology transfer, innovation and commercialization, human capital and skills development, innovation financing and infrastructure, and continuous monitoring and evaluation. The results also provided preliminary evidence of the conceptual and structural coherence of the proposed model. Accordingly, strengthening sustainable collaboration among universities, industry, and government, developing open innovation infrastructure, and redesigning curricula in alignment with skill requirements are recommended as key strategies for advancing the skill-oriented university. | ||
