| چکیده | ||
| هدف از انجام این پژوهش بررسی عوامل مؤثر بر تحققپذیری سند ملی آمایش سرزمین مصوب 1399 با رویکرد آیندهنگاری است. پژوهش حاضر به لحاظ هدف از نوع کاربردی و از لحاظ ماهیت، توصیفی-تحلیلی مبتنی بر رویکردی اکتشافی است. جامعه آماری این پژوهش، 11 تن از متخصصین و کارشناسان هستند که با استفاده از روش نمونهگیری گلولهبرفی انتخاب شدهاند. روایی ابزار تحقیق نیز در این پژوهش از طریق ارزشیابی توسط سه متخصص حوزه پژوهش مورد بررسی قرار گرفت. است. گردآوری دادهها در بخش نظری با استفاده از منابع کتابخانهای و در بخش عملی با تکنیک دلفی، انجام و در نهایت تعداد 47 عامل استخراج شد. در گام بعدی، با استفاده از روش تحلیل اثرات متقاطع و نرمافزار میک مک، میزان تأثیرگذاری عوامل اولیه بر روی یکدیگر ارزیابی شد. نتایج حاکی از آن است که عواملی مانند ارائه الگوهای همسان برای توسعه شهرستانهای استانها، نامشخص بودن الزامات تحققپذیری اغلب سیاستهای ارائه شده، نامشخص بودن مبنای کارشناسی برآورد منابع آب موجود در کشور، عدم حضور تمامی نهادهای دخیل و عناصر مؤثر در تهیه طرح آمایش، غفلت از ارائه راه حل برای رفع مشکلات و تنگناها و توسعه نیافتگی، عدم توجه به اصول اقتصاد مقاومتی و توسعه درون زای برونگرا، عدم توجه لازم به مخاطرات و آلایندهها و پیامدهای محیط زیستی، کم توجهی به شاخصهای مشارکت اجتماعی در فرایند توسعه، مغغول بودن ارتباط بین آمایش و برنامههای توسعه و بودجههای سنواتی، عدم دستیابی به وفاق نظری و عملی در خصوص آمایش سرزمین و ... بیشترین نقش را دارند. | ||

| The aim of the research is to investigate the factors affecting the realization of the national land planning document with a foresight approach. The current research is applied in terms of purpose and descriptive-analytical in terms of nature based on an exploratory approach. The statistical population of this research is 11 specialists and experts who were selected using the snowball sampling method. The validity of the research tool was also evaluated in this study by three experts in the field of research. Is. Data collection was done in the theoretical part using library resources and in the practical part with Delphi technique, and finally 47 factors were extracted. In the next step, using the method of cross-effects analysis and Mic Mac software, the influence of primary factors on each other was evaluated. The results indicate that factors such as the provision of identical models for the development of cities, the uncertainty of the requirements for the realization of most policies, the uncertainty of the expert basis for estimating the water resources in the country, the absence of all involved institutions and effective elements in the preparation of the plan, the neglect of providing the way The solution for underdevelopment, lack of attention to the principles of resistance economy and exogenous endogenous development, lack of necessary attention to risks and pollutants and environmental consequences, lack of attention to social participation indicators, the lack of connection between goals and development plans and annual budgets, and so on. .. have the biggest role. | ||
