چکیده | ||
شوراهای اسلامی از ارکان اساسی و تأثیرگذار نظام مدیریت شهری در ایران محسوب میشوند که مسئولیتهای خطیری را بر عهده دارند. میتوان پذیرفت که تحقق کامل این انتظارات و مأموریتها مستلزم وجود بسترها و زمینههای متعددی است که در این میان، وجود سازمان اداری فعال و کارامد از اساسیترین الزامات قلمداد میشود. این مطالعه کوشیده است تا ساختار تشکیلاتی مناسب برای بخش اداری شورای اسلامی شهر را طراحی کند. برای اجرای پژوهش حاضر که از نظر هدف، کاربردی و از لحاظ روش، توصیفی و از دسته مطالعات موردی محسوب میشود از رویکرد کیفی و راهبرد پژوهشی «نظریهپردازی دادهبنیان» استفاده شده است؛ ضمن آنکه برای گردآوری دادهها از ابزارهایی چون فرمهای محققساخته، پرسشنامه، مصاحبه، چکلیستهای کنترلی و فیشبرداری بهرهبرداری شده است. روایی و پایایی سؤالات پرسشنامه و مصاحبه توسط خبرگان مورد تأیید قرار گرفته است. دادههای موردنیاز برای اجرای پژوهش کیفی و توصیفی حاضر از چهار منبع (شامل مطالعۀ اسناد حقوقی؛ مصاحبه با مطلعان؛ مطالعۀ سازمانهای مشابه و مطالعۀ کارسنجی) گردآوری شده است. تحلیل این دادهها با تکنیک کدگذاری و به صورت دستی صورت گرفته است و بر مبنای این تحلیلها ضمن ترسیم نقشۀ فرایندی، الگویی از نمودار تشکیلاتی مناسب برای سازمان اداری شورای اسلامی شهر طراحی گردید که دربرگیرندۀ 68 پست سازمانی است و بخش عمدهای از آن به صورت ماتریسی و سایر اجزای آن به شکل وظیفهای قابل اجرا میباشد. یافتههای این مطالعه نشان میدهد که شورای اسلامی شهر برای تحقق اهداف و اجرای مأموریتهای خود به الگویی از ساختار سازمانی ماتریسی در سازمان اداری شورا نیاز دارد. | ||

Islamic council is one of the basic and influential pillars of the urban management system in Iran, which have serious responsibilities. It can be accepted that the full realization of these expectations and missions requires the existence of several contexts, among which, the existence of an active and efficient administrative organization is considered one of the most basic requirements. This study has tried to design a suitable organizational structure for the establishment of this administrative organization for the Islamic City Council. To implement the present study, which is applied in terms of purpose and descriptive in terms of method and is considered as a case study, the qualitative approach and research strategy of "Grounded Theory" has been used; In addition, tools such as researcher-made forms, questionnaires, interviews and checklists were used to collect data. The validity and reliability of the questionnaire and interview questions have been confirmed by experts. The data required for conducting the present qualitative and descriptive research were collected from four sources (including study of legal documents; interview with informants; study of similar organizations and work study). The analysis of data was done with manual coding technique and based on these analyzes, while drawing a process map, a model of a suitable organizational chart was designed for the administrative organization of the Islamic Council of the city, which includes 68 organizational positions and most of it is in the form of a matrix structure and its other components are executable in functional structure. The findings of this study show that Islamic city council needs a kind of matrix structure in its administrative organization for achieving its goals and performing the missions. | ||
