| This study investigates the socio-political organization of rural life in the Sasanian Empire, addressing the paradox between imperial centralization and regional autonomy. While the Sasanian state projected an image of absolute autocracy through monumental hydraulic management, its administrative penetration remained uneven across Eranshahr. By synthesizing Karl Wittfogel’s Hydraulic Hypothesis, Theda Skocpol’s theory of state autonomy, and Parvaneh Pourshariati’s Sasanian-Parthian Confederacy model, this research argues that Sasanian governance functioned as a "Selective Hydraulic State." The methodology employs an interdisciplinary framework to contrast "Royal Domains"—characterized by large-scale irrigation and bureaucratic oversight in Mesopotamia—with "Noble Lands" on the Iranian Plateau, where localized Qanat systems empowered hereditary aristocracies. Findings reveal that while the reforms of Khusrau I attempted to centralize fiscal extractive capacity through the Dehqan class, the state’s authority remained contingent on ecological and technical constraints. In regions requiring massive hydraulic infrastructure, the bureaucracy achieved high autonomy; conversely, in highland territories, power remained decentralized. The study concludes that this structural bifurcation created a fragile political mosaic. The "Selective Hydraulic" model provides a novel lens for understanding Sasanian resilience and its eventual transition to the Islamic period, highlighting how environmental management and land tenure dictated the limits of imperial power in Late Antiquity. | ||
