| هدف پژوهش بررسی روابط میان ابعاد فرهنگ دیجیتال و موفقیت تحول دیجیتال و تبیین میزان تأثیر هر یک از ابعاد با استفاده از روش معادلات ساختاری است. روش/رویکرد پژوهش: پژوهش از نوع توصیفی ـ پیمایشی با رویکرد ترکیبی است. در مرحله کیفی، مرور ادبیات و مصاحبههای نیمه ساختاریافته با خبرگان برای استخراج مؤلفهها و شاخصها انجام شد. در مرحله کمی، شاخصهای نهایی به کمک تکنیک دلفی فازی توسط خبرگان تأیید و سپس دادههای پرسشنامهای از نمونهای شامل مدیران و کارکنان پنج سازمان تابعه جمعآوری گردید. برای آزمون مدل مفهومی از مدلیابی معادلات ساختاری و روش حداقل مربعات جزئی (PLS) استفاده شد. آزمونهای روایی و پایایی KMO، بارتلت، آلفای کرونباخ، CR و AVE نیز انجام شد. یافتهها: نتایج نشان داد فرهنگ دیجیتال دارای سه بُعد است: فرهنگ فردی، فرهنگسازمانی و فرهنگ اجتماعی. هر سه بُعد تأثیر مثبت و معناداری بر ابعاد موفقیت تحول دیجیتال - شامل منابع دیجیتال، ساختار سازمانی، استراتژیهای رشد و معیارهای دستیابی به اهداف - دارند. تحلیل ساختاری نشان داد که فرهنگسازمانی بیشترین سهم را در تبیین موفقیت تحول دیجیتال دارد. پژوهش تأکید میکند که نهادینهسازی و تقویت فرهنگ دیجیتال (بهویژه فرهنگسازمانی) پیششرط اساسی موفقیت برنامههای تحول دیجیتال در سازمانهای دولتی است؛ ازاینرو توصیه میشود سیاستگذاری فرهنگی، آموزش مهارتهای دیجیتال، بازنگری در سیاستهای منابع انسانی و تدوین برنامههای ملی برای ترویج ارزشهای دیجیتال در سطح وزارت اجرا شود. | ||

| Introduction Aim The purpose of the research is to examine the relationships between the dimensions of digital culture and the success of digital transformation and to explain the extent of the impact of each dimension using the structural equation method. Methodology The research applied a mixed-method descriptive-survey design. In the qualitative phase, literature review and semi-structured expert interviews were conducted to extract indicators of digital culture and transformation success. In the quantitative phase, the indicators were validated through the fuzzy Delphi method, and data were collected from managers and employees of five MCIT-affiliated organizations. Structural equation modelling using the partial least squares (PLS) method tested the conceptual model. Reliability and validity were verified through KMO, Bartlett, Cronbach’s alpha, composite reliability, and AVE tests. Findings Results show that digital culture consists of three main dimensions: individual, organizational, and social culture. All have a positive and significant effect on digital transformation success, including digital resources, organizational structure, growth strategies, and performance outcomes. Organizational culture had the strongest influence among the three dimensions. Discussion and Conclusion The study highlights that strengthening digital culture—especially organizational aspects such as learning, innovation, trust, and agility—is essential for successful digital transformation in governmental organizations. It recommends investing not only in technology but also in cultural development, employee training, and policy reforms to promote digital values across all levels of the ministry. | ||
