چکیده | ||
این پژوهش با هدف طراحی الگوی فرهنگ مسئولیتگریزی سازمانی در نظام اداری ایران انجام گرفته است. استراتژی این پژوهش، کیفی و مبتنی بر نظریه دادهبنیاد است. جامعه آماری پژوهش، مدیران اجرایی و استادان خبره در حوزه مدیریت دولتی و مدیریت منابع انسانی میباشد. در این پژوهش از نمونهگیری هدفمند و گلوله برفی برای انتخاب نمونه استفاده شد که براساس قاعده اشباع با انجام 19 مصاحبه این مهم حاصل شد. دادهها با استفاده از رهیافت کدگذاری اشتراوس و کوربین (1990) و با نرمافزار MAXQDA2020 تحلیل شدند. طبق یافتههای پژوهش، مجموعاً 79 مفهوم در قالب 17 مقوله فرعی و 6 مقوله اصلی، مشتمل بر عدم بازخورد، هدفگذاری نامناسب و عدم برنامهریزی (شرایط علّی)، طفرهروی از کار، کارگریزی و بیتفاوتی سازمانی (پدیده محوری)، یکنواختی کار و شغل، آنومی فرهنگی و ارزیابی نادرست استعداد و عملکرد فردی (راهبردها/کُنشها)، توجه ناکافی به جامعهپذیری سازمانی و نظام نامناسب تشویق و تنبیه (شرایط مداخلهگر)، نهادینه نشدن فرهنگ و اخلاق اسلامی کار، عدم پشتیبانی سازمان از کارکنان و جو عدم قطعیت و بلاتکلیفی (شرایط زمینهای) و تضعیف همکاری و انسجام سازمانی، ضعف در تدوین ابزارهای هماهنگی و یکپارچهسازی در نظام اداری و تضعیف پاسخگویی و یادگیرندگی در نظام اداری (پیامدها) به دست آمده است. بنابراین، یافتههای پژوهش حاضر میتواند بینش مناسبی در ارتباط با چگونگی پیدایش پدیده فرهنگ مسئولیتگریزی سازمانی ایجاد کرده و زمینه جلوگیری از آن را برای برنامهریزان و سیاستگذاران نظام اداری فراهم آورد. | ||

This research has been carried out with the aim of designing a culture model of organizational responsibility avoidance in Iran's administrative system. The strategy of this research is qualitative and based on grounded theory. The statistical population of the research is executive managers and expert professors in the field of public administration and human resource management. In this research, targeted and snowball sampling was used to select the sample, which was achieved based on the saturation rule by conducting 19 interviews. Data were analyzed using Strauss and Corbin (1990) coding method and MAXQDA 2020 software. According to the research findings, in this research there are a total of 79 concepts in the form of 17 sub-categories and 6 main categories, including lack of feedback, inappropriate targeting and lack of planning (causal conditions), work avoidance, job loafing and organizational apathy (phenomenon). central), monotony of work and occupation, cultural anomie and incorrect assessment of talent and individual performance (strategies/actions), insufficient attention to organizational socialization and inappropriate system of encouragement and punishment (intervening conditions), non-institutionalization of Islamic work culture and ethics, lack of support from the organization From the employees and the atmosphere of uncertainty and indecisiveness (background conditions) and the weakening of cooperation and organizational cohesion, the weakness in developing coordination and integration tools in the administrative system and the weakening of accountability and learning in the administrative system (consequences) have been obtained. Therefore, the findings of the present research can create a suitable insight in relation to the emergence of the phenomenon of the organizational culture of evasion of responsibility and provide the context to prevent it for the planners and policy makers of the administrative system. | ||
